IF Steam refuses to re-download on its own - or if it schedules the download for later - there is an option to FORCE Steam to download those things on the spot. If nothing else is broken, this should be the case. Whatever lengths you want to go here, afterwards you just start Steam and check if it starts downloading RW Workshop content. To counter such an instance its recommended to also restart your router to get a fresh IP/APN response - and of course restarting your PC will always be a good thing just to be on the safe side. As example there are cases of Steam being a Karen when downloading WS content - this can happen if their servers have some hickups or routing of different internet lines is acting up - it happens every now and then to users. There are a few additional aspect here that come into play though.
